Hunan Emergency Management Department Holds Training Course for Principal Heads of Fireworks and Firecracker Enterprises

On July 28th, in line with the Provincial Emergency Management Department's annual training plan, the opening ceremony for the first phase of the training course for principal heads of fireworks and firecracker enterprises across Hunan Province was held at the Liuyang Municipal Party School. Zhang Min, a member of the Party Committee and Director of the Political Department of the Provincial Emergency Management Department, presided over the ceremony. He also delivered a keynote address titled "Endure Hardship and Stay Vigilant, Break the Cauldron and Sink the Boats to Rectify, and Fully Promote the Safe and Healthy Development of Hunan's Fireworks and Firecracker Industry." Li Xiang, a member of the Standing Committee of the Liuyang Municipal Committee and Deputy Mayor, attended and spoke at the event.

This training program is structured into three phases, aiming to train a total of 630 participants. The initial phase saw 350 attendees. The training incorporates a blend of specialized guidance, experience sharing, and interactive discussions, with industry experts and scholars invited to deliver lectures. The course focused on in-depth study and implementation of General Secretary Xi Jinping's crucial directives on safe production. Key areas of discussion included a systematic interpretation of the current safety production landscape in Hunan's fireworks and firecracker industry, relevant safety regulations, the legal responsibilities of modern enterprises regarding safe production, and the primary safety responsibilities of businesses. Additionally, the training facilitated experience exchange among enterprise representatives, allowing them to share insights from their safety management practices, thereby significantly enhancing the practical safety management capabilities of the participants.

Zhang Min emphasized in his lecture: Enterprises are the primary responsible entities for safe production, and the principal head is the "first person responsible" for safe production, a key force in safeguarding the safety line. We must constantly sound the alarm and clearly recognize the severity and complexity of the current fireworks and firecracker safety situation in our province. We must deeply learn from the lessons of the "6.16" fireworks and firecracker explosion accident in Linli, Changde, and draw inferences from it. We need to profoundly understand the current issues and hidden dangers in our province's fireworks and firecracker industry, such as an insufficiently firm safety philosophy, weak safety foundations, diminishing primary responsibilities through layers, prominent safety management loopholes, superficial closure of hidden danger rectification, uneven employee quality, bottlenecks restricting industry development, and rampant illegal production. We must constantly maintain a sense of trepidation, as if walking on thin ice, deeply reflect, and, with a sense of shame, bravely strive to truly enhance our sense of urgency, responsibility, and mission in doing a good job in safe production.

We must break the cauldron and sink the boats to actively promote the effectiveness of large-scale investigations and rectifications. Following the working mechanism of "enterprise primary responsibility, local government responsibility, and departmental linkage," we must conduct a thorough special action for large-scale investigation and rectification of safety production in the fireworks and firecracker industry with the most resolute attitude, strictest standards, and most powerful measures. The large-scale investigation must be "comprehensive," covering all enterprises, all locations, all links, all personnel, and all facilities and equipment, to ensure that risks and hidden dangers are "thoroughly cleared." The large-scale rectification must be "substantive," meaning that for all identified hidden dangers, we must "implement five key aspects": clarify rectification responsibilities, define rectification measures, secure rectification funding, set rectification deadlines, and establish emergency plans. We must also implement a "delisting management" system to ensure "dynamic clearing" of problems and hidden dangers.

We must know and fulfill our responsibilities and firmly press down on the legal responsibilities of the enterprise's "first person responsible." The enterprise's "first person responsible" must genuinely place safe production in a position above all else, more important than all else, and prior to all else within the enterprise. They must establish and rigidly operate a sound all-staff safe production responsibility system, ensure "adequate and effective" safety investment, lead by example in complying with laws and regulations, eliminate illegal commands, and rigorously report accidents and handle emergencies, thereby truly strengthening the enterprise's safety foundation.

We must solidify the foundation and diligently improve the intrinsic safety level of enterprises. This requires adhering to addressing both symptoms and root causes, continuously optimizing production processes and layouts, establishing and efficiently operating a dual prevention mechanism, solidifying the enterprise's safety foundation, vigorously promoting "science and technology for safety," actively advancing digital transformation and upgrading, striving to cultivate a high-quality workforce, strengthening emergency response capabilities, and comprehensively enhancing the intrinsic safety level of fireworks and firecracker enterprises.
